This non-monetary, honorary award is granted to non-career Federal employees, private citizens, and others who have performed a superior service to the IC as a whole or a service of such significance to ODNI that is warrants acknowledgement.  The nominee may have rendered service or assistance at some personal sacrifice and inconvenience that was motivated by patriotism, good citizenship and/or a sense of of public responsibility.
